Delay for home plan
Plans to build a dwelling and garage on Main Street in Asselby are to be referred to the East Riding's Strategic Planning Committee.
Mrs Poskitt submitted plans to develop land near Springfield Lodge, which were considered at a western area planning meeting on Tuesday.
East Riding ward councillor for Howdenshire Mark Preston had requested the application be reported to the sub-committee because it is from a current householder who wants to downscale into something smaller, rather than a speculative property developer.
Howden Parish Council recommended that the application be approved because the applicant is a long-standing resident who wishes to remain in the village. Allowing a smaller property to be built would release a bigger property more suitable for a family and this would then create a chain of other properties of various sizes for home-buyers.
However, it was recommended that the application be refused on the grounds of existing policy which relates to patterns of development and the need to minimise greenfield development and the need to travel. The aim of the policy is to concentrate development in urban areas.
The report stated that limited development would be allowed in villages should it meet local need and contribute to sustaining the role of the village, but said the development in question did not.
"The applicants have been unable to provide evidence that there is any local need for housing development or, furthermore, that a dwelling of the type proposed would meet a particular need now or in the future. The comments of the parish council and Cllr Preston relate to matters of personal circumstances, not local housing need," it said.
The application was considered on Tuesday at the Western Area Sub-committee planning committee, when it was refused. However, it will now be referred to the next Strategic Planning Committee meeting in January, as members were inclined to approve it.
