Full planning permission for the development of five flats and the creation of a single-storey extension to the rear of eight to 12 St John?s Street in Howden was granted this week.

Meeting in Beverley on Tuesday afternoon, members of the East Riding of Yorkshire Council?s (ERYC) Western Area planning committee decided to approve the application - submitted by Morningdale Developments Ltd. - to change the use of existing offices and a warehouse on St John?s Street, adding an extension at the same time.

Despite the ERYC?s decision to approve, Howden Town Council was strongly against the plans as it believed the apartments would represent over-development in the area. However, East Riding Council planning officers advised planning committee members that Howden Town Council has supported similar developments recently on Church Side and Market Place, so a consistent approach should be taken with the current application.

There have also been two letters of objection submitted to the ERYC from nearby property owners with regard to the fact that there is not enough parking provision available for the proposed properties, but the planning committee felt that while the absence of off-street parking is the most contentious issue in the plans, it would be difficult to defend a refusal on this basis at appeal, given the strong encouragement from the government for more relaxed parking standards.

Once the materials that will be used in the development have been formally approved, work is set to go ahead and the building, which is currently occupied by a local business, will contain a mixture of one and two bedroom apartments arranged over the ground floor. Two of the three apartments on the first floor will have an additional mezzanine floor built into the substantial roof space of the building.
