Plans for housing developments in Hook and Newport have been temporarily put on hold.

An East Riding planning committee has agreed that certain conditions will have to be met before developers can go ahead with building 18 houses and a bungalow at 154 High Street, Hook.

Outline planning permission had already been granted and the most recent plans had been amended to give more of a sense of space.

Planning officers had recommended that the Western Area sub-committee approve the amended plans on Tuesday but it was agreed to defer approval until issues with drainage have been resolved.

Several residents had sent in letters of objection to the development and had quoted a long list of objections, including over-development, potential parking problems and loss of village character.

Hook Parish Council had also objected, on the grounds of over-development, access, the capacity of existing sewers to accommodate more waste and extra traffic.

However, a report to Tuesday's meeting found that, despite the objections, it was "a satisfactory form of development and would not adversely affect the amenity of adjoining residential properties".

The same decision - to defer and delegate - was made on plans to build 'affordable' accommodation on Thimble Hall Lane in Newport.

Developers Headrow Housing were seeking permission to build five bungalows, seven two-bedroomed houses and six three-bedroomed houses.

It is intended that the properties will be rented out or under shared ownership.

A Housing Need Survey was carried out in 2006 and suggested that there is a need for an eight additional houses in Newport each year for five years.

As with the Hook development, objections had been raised by residents, who feared that there will be a loss of residential amenity, disturbance during the construction period for those working on shifts and local drainage problems.

Meanwhile, Newport Parish Council had said that if the plans were approved, provision for a children's play area should be secured.

They also requested that commercial vehicles should not be allowed to park on the estate overnight, and a commercial parking area should be provided within the site so as to avoid the problem on Thimble Hall Lane.

Officers recommended that approval should be deferred until the issue of flood risk had been resolved.

The Environment Agency have requested that other sites in the village are considered for development, as the current development site is in the highest flood risk level.

Approval is also subject to an agreement being put in place to secure financial contributions towards an off-site open space and play area.
