Is cash boost the answer?

Sir,
Regarding the recent news that the government intends to assist small business with a multi-billion pound financial injection.
Putting aside that there is no mention of where these funds are coming from, how they will be assigned, and how they will be repaid, I'm sure I'm not the only small business owner to feel that this most definitely isn't a solution to anything.
All that those of us who manage successful businesses need to prosper and thrive is a common sense look by those in power at the barrage of bureaucratic, draconian and often totally ridiculous laws and policies relating to health and safety, employment, tax, etc. that are effectively throttling the economy.
It REALLY isn't that complicated; as things stand anyone showing initiative and enterprise in Britain today faces a vastly overly-complex series of constrictions before they can even contemplate implementing an idea and business model. Once the project is off the ground, it gets even worse.
I have no political bias and would like to add that from a small business perspective, the opposition parties don't currently appear to be in the real world either.
Roll on the formation of a Common Sense Party, but I don't expect it in our lifetime.
