Tired of hearing about town regeneration

It's fair to say that everyone in Goole is sick of the never ending issue of Phoenix Street and Richard Cooper Street and the impact it is having on our town. Clearly the only way forward is for East Riding of Yorkshire Council to issue compulsory purchase orders to the remaining property owners and it is equally clear that they have no intention of doing this.
Presumably they are worried that they will lose in court, so if they wait long enough, time, thieves and vandals will ensure there is no alternative but to knock the houses down. With this in mind we read the reports a few weeks ago about thieves stealing lead off the roofs of these houses in broad daylight, and how the police refused to enter these properties because they were structurally unsafe giving the green light to further thieves, vandals and druggies. The question I have is this. How do the police know that these properties are unsafe? Have they hired their own surveyor, or has the ERYC told them so? If I owned a property down these streets this is the question I would want answering.
