Bollards - and rates - up!

Sir - The bollards springing up around town appear to have only three purposes.

Firstly, to take up valuable car parking spaces from streets that can ill afford to lose them. Secondly, to stop delivery lorries reaching their destinations (but not Tescos). Thirdly, to waste money.

If this council has so much money it can waste tens of thousands of pounds on pointless projects like this, why are the rates going up this year?
